The following agreement is the condition of a contract concerning the use of data between users of this site (hereinafter"users") and Nemuro city. <Tsunami Information>
● The tsunami disaster warning area is an area where there is a risk of harm to the lives or bodies of residents etc. in the event of a tsunami of the largest class. It is an area designated by the prefectural governor based on the Act on Regional Development for Tsunami Disaster Prevention as an area where a warning and evacuation system should be particularly developed so that it is possible to "escape" in the event of a tsunami in order to prevent human casualties. The information on the tsunami warning area on this site was designated by the Governor of Hokkaido on November 12, 2021.
● The water level of the tsunami displayed on this site is the "water level criteria", which is the sum of the depth assumed to be inundated by the tsunami and the rising height when the tsunami collides with buildings etc.
● Note that the actual tsunami may exceed this assumed tsunami inundation depth because the tsunami is a natural phenomenon and involves uncertainty.
<Sediment Disaster Information>
●Based on the Act on Sediment Disaster Countermeasures for Sediment Disaster Prone Areas (commonly known as the "Sediment Disaster Prevention Act"), Sediment disaster warning areas ("yellow zones") and sediment disaster special warning areas ("red zones") are designated by prefectural governor as areas where there is a risk of harm to residents and others in the event of cliff failure or debris flows.
●This Website was created for the purpose of providing information for evacuation behavior and activities when there is a risk of sediment disasters due to heavy rain, etc. by displaying areas that are at risk of sediment disasters, which lets residents know when that risk is present in areas near their residences.
<Storm Surge Information>
● The possible storm surge inundation area is an area designated by the prefectural governor based on the Flood Control Act, such as the area where storm surge inundation is expected and the water depth expected in case of inundation. In addition, it was created for the purpose of informing the citizens of the possible inundation risk when flooding due to the largest possible storm surge occurs in the coast or river to enable measures such as evacuation.
● The assumptions for the storm surge inundation are outlined as follows.
・ We have assumed the largest expected typhoon and low pressure.
・ We have assumed that facilities such as embankments can be damaged by storm surges.
・ We have not considered Inundation from inland water due to rainfall .
● Please note:
・ The largest class of storm surges is set from typhoons and storm surges that actually occurred in the past, based on current scientific knowledge. Therefore, it does not necessarily mean that a storm surge larger than this will never occur. In addition, we have not considered future changes in meteorological and ocean conditions, such as sea-level rise due to climate change caused by global warming.
・ If there are changes in various premised conditions such as topographical changes and building construction after the consideration of inundation area and inundation depth, there is a risk that inundation may occur even outside that area, and the inundation depth may increase.
・ If there are stairs, elevators, ventilation openings, etc. connected to the basement in the inundation area, the underground space may be flooded.
・ In the future, there is a possibility of revision due to scrutiny of numerical values, review of regional disaster prevention plans, improvement of markings, etc.
<Flood Information>
●Based on the Flood Prevention Law ,the presumed inundation area is designated by prefectural governor as the area specifying the range and depth of inundation expected at the time of river flooding in the event of rainfall amount and flow rate of the maximum presumed scale .Residents living near rivers or in areas with deep inundation should pay close attention to rainfall conditions, as flooding is possible even in cases when the amount of rainfall is less than expected.

●本サイトの各危険予想個所、地物、行政区境等のデータについては、公開用に概略化したものであり、誤差がある場合があります。
●本サイトの背景に表示している地図、その他地図コンテンツについては、拠点案内の利用規約(約款)に準じます。また、地図コンテンツは、土地の利用若しくは土地の境界を示すものではありません。

第1条(データの著作権及び使用許諾)
1.データの著作権は株式会社ゼンリン又はこれに権利を許諾する第三者に帰属します。
2.根室市は、利用者に対して、著作権法に定める私的使用の範囲内で、データについて以下の権利を許諾します。なお、利用者はデータについて、これら以外のいかなる権利も取得するものではありません。
(1)本サイト上で表示されたデータをWebブラウザで閲覧すること。
(2)本サイト上で表示されたデータを紙媒体に印刷出力すること(本号に基づき印刷出力したデータを以下「複製成果」という)。
第2条(遵守事項)
利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製(印刷を含む。)、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ(その全部又は一部の複製物、出力物、抽出物その他利用物を含む)を第三者に利用させないこと。
第3条(保 証)

第4条(本サイトの停止等)
1.根室市は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
2.根室市は次の各号の何れかに該当する場合は、利用者に事前の通知をすることなく一時的に本サイト運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3) 根室市が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
3.根室市は、根室市の裁量によって、本サイトの運営を終了することができるものとします。
<津波に関する情報>
●津波災害警戒区域は、最大クラスの津波が発生した場合に、住民等の生命又は身体に危害が生ずるおそれがある区域で、津波による人的災害を防止するため、津波から「逃げる」ことができるよう、警戒避難体制を特に整備すべき区域として、津波防災地域づくりに関する法律に基づき都道府県知事が指定する区域です。本サイトの津波警戒区域に関する情報は、北海道知事が令和3年11月12日に指定したものです。
●本サイトで表示している津波の水位は、津波浸水想定の浸水深に、津波が建物等に衝突した際のせり上がり高さを加えた「基準水位」を表示しています。
●津波は自然現象であり不確実性を伴うものであるため、実際の津波はこの津波浸水想定を超える場合もあること等に留意してください。
<土砂災害に関する情報>
●土砂災害警戒区域(通称:イエローゾーン)および土砂災害特別警戒区域(通称:レッドゾーン)は、「土砂災害警戒区域等における土砂災害防止対策の推進に関する法律」(通称、土砂災害防止法)に基づき、がけ地の崩壊や土石流が発生した場合に住民等に危害が生じる恐れのある区域として都道府県知事が指定する区域です。
●本サイトは土砂災害のおそれがある箇所を示し、お住まいの土地の近くに土砂災害のおそれのある区域があることを知ってもらうことにより、大雨などで土砂災害が発生するおそれのあるときの、避難行動や活動のための情報を提供することを目的として作成されています。
<高潮に関する情報>
●高潮浸水想定区域は、水防法に基づき、高潮による浸水が想定される範囲、浸水した場合に想定される水深等を都道府県知事が指定する区域です。また、想定し得る最大規模の高潮による氾濫が海岸や河川から発生した場合に想定される浸水の危険性について、市民の皆さまにお知らせし、避難等の対策を講じていただくことを目的として作成されています。
●高潮浸水想定の概要は、以下のとおりです。
・想定し得る最大規模の台風及び低気圧を想定しています。
・堤防等の施設は、高潮により壊れることを想定しています。
・降雨に伴う内水による浸水は。考慮していません。
●留意事項
・最大クラスの高潮は、現在の科学的知見を基に、過去に実際に発生した台風や高潮から設定したものです。そのため、必ずしもこれよりも大きな高潮が発生しないというものではありません。また、地球温暖化に伴う気候変動による海面上昇など、将来における気象・海象条件の変動は見込んでいません。
・浸水域や浸水深は、検討時以降の地形の改変や建築物の築造など、前提とした各種条件から変更がある場合には、浸水域外でも浸水が発生する恐れや、浸水深が大きくなる恐れがあります。
・地下につながっている階段、エレベータ、換気口等が浸水区域に存在する場合は、地下空間が浸水する恐れがあります。
・今後、数値の精査や地域防災計画の見直し、標記の改善等により、修正の可能性があります。
<洪水に関する情報>
●洪水浸水想定区域は、水防法に基づき、想定し得る最大規模の大雨が降った場合等の降雨量により各河川氾濫時に想定される浸水の範囲と深さを都道府県知事が指定する区域です。想定以下の降雨の場合でも氾濫する可能性があるので、河川周辺や浸水深が深い範囲の住民は降雨状況に十分注意してください。
算出の前提となる各河川流域の想定降雨量は、以下のとおりです。
○風蓮川 : 11 時間総雨量281mm
●この洪水浸水想定では、想定を超える降雨による氾濫、及び内水による浸水は示していません。着色されていない区域でも注意が必要です。
